How is this allowed?

I was trying to keep track of my collection and came across these… like these are obviously screenshots, just the fact that the first one was approved is astounding to me,the VERY low quality, the glares, you can’t even read what the note says. I have uploaded a couple and I of course made a few mistakes and people were kind enough (also kinda strict, no hate towards them lol) and mine weren’t approved until my pictures were perfect. Why is this allowed???? I’m not trying to start anything with this person but the rules were very clear on how they should be uploaded and these just break all of them.
