How can I link PCs to album versions?

Can I, as a mere mortal, link photocards to the album versions they come from? I found some album versions without any pcs linked to them or with version specific pcs showing under all versions. Is it possible for me, a person on the absolute bottom of the Biasroom hierarchy to link photocards to their respective album versions or is this job only reserved for the deities above me on the Biasroom hierarchy? And if I am able to do this, how exactly?
